February 21, 1972 - City of Horace, North Dakota formed the Horace Park District with the passage of Ordinance No. 188.
Freed Park, on the east side of Horace, the ball park was originally established and dedicated in 1950. The ball park was the first Fast Pitch Softball field in North Dakota with outdoor lights.
August 29, 1970 - The ball park was renamed “Billy Freed Field” in honorof the late Billy Freed Jr. From 1955 to 1965, Billy Freed Jr. played softball for Horace team and was a member of the 1958 state classB championship team.
1980 - Tennis Court construction was started, and the bleachers for the ball park started to arrive.
1981 - Independence Park, the whole area was cleaned of thick brush by Al Kaeding and Simon Goerger as a service project for their Eagle Scout badges.
1986 - Independence Park, a warming house was donated by Bruce Thue to the Park Board and outdoor lights were installed at the ball park.
1987 - Horace Lion's Club provided funding to build a horseshoe court, located to the east of the tennis court.
1989 - For North Dakota Centennial, Park Board had shrubs planted along the driveway into Independence Park. Shrubs were planted on the backside of the ball park. Some trees were planted and picnic tables were installed.
Willow Court Park land was deeded to the Park Board.
1990 - Willow Court Park, a sandbox and picnic tables were recommended and Willow tree was ordered.
1992 - Volleyball Court was completed.
1992 - Horace Park Board become the recipient of gaming monies from the Sheyenne Bar and Wild Rice Bar and Grill.
1993 - Horace Park Board received their first monies from gaming. Board purchased playground equipment for Willow Court Park, started the project of the Summer Library program at Horace Elementary School for children thatenjoy reading. The Board approved a new warming house at Bill Freed Field for the ice skating rink.
2008, June 16 - Concrete was poured for Skating Park.
2009 May 26 - Skating/Bike park was completed.
Horace Park Board oversee the summer recreation program each summer for Horace area youth. Activities offered include T -ball, baseball, softball, volley ball, tennis, golf, playtown and music. It usually run the months of June and July.
